Uit de parlementaire behandeling (memorie van antwoord) blijkt dat het begrip 'aanbrengen' in art. 3, lid 1, onderdeel f dezelfde betekenis heeft als de begrippen 'installeren' en 'monteren' in art. 36 Btw-richtlijn (Kamerstukken, 22 712, nr. 6, p. 56).
De heersende opvatting (zie hierna) lijkt te zijn dat hetgeen wordt aangebracht of gemonteerd een zekere mate van zelfstandheid moet hebben.
HR 23 oktober 1991, nr. 27.053, BNB 1992/44 Het hof had geoordeeld dat het noodtrappenhuis niet een tevoren bestaand zelfstandig goed was dat ingevolge een overeenkomst is aangebracht aan een ander goed.
In geschil is of ten aanzien van het in opdracht van belanghebbende aan haar kantoorflat gebouwde noodtrappenhuis, sprake is van de levering van een vervaardigd onroerend goed in de zin van art. 3, eerste lid, waardoor de herzieningsregeling van art. 13–13a Uitv.besch. van toepassing wordt (inspecteur), of dat sprake is van een dienst (belanghebbende). Hof 's-Hertogenbosch stelt belanghebbende in het gelijk. HR: In 's hofs oordeel dat het noodtrappenhuis niet enige zelfstandigheid bezit, zodat geen sprake is van een oplevering in de zin van art. 3, eerste lid, onderdeel c, noch van een levering ex art. 3, eerste lid, onderdeel f, of de andere onderdelen van art. 3, eerste lid, ligt besloten dat dit trappenhuis ook tijdens de bouw niet enige zelfstandigheid bezat, zodat art. 3, eerste lid, onderdeel h (vanaf 1 januari 2007: derde lid, onderdeel b), niet van toepassing is. Het hof heeft de bouw terecht gekwalificeerd als een jegens belanghebbende verrichte dienst.
S.T.M. Beelen e.a., Cursus Belastingrecht (Omzetbelasting) (losbladig), 2.1.2.G, Gouda Quint, Deventer, leiden uit dit arrest af dat het goed na het aanbrengen nog een zekere zelfstandigheid moet bezitten.
Vakstudie aantekening 31 Naarmate meer tijd en deskundigheid nodig is, krijgt de prestatie meer het karakter van een dienst in plaats van dat van een levering ex art. 3, eerste lid, onderdeel f, Wet OB 1968.
Aant. 3.5.4 (lid 1 onderdeel f) Tuinaanleg Bij het aanleggen van tuinen en dergelijke zal het afhangen van de terzake gesloten overeenkomst of al dan niet sprake is van een levering als hier bedoeld.
TC 12 oktober 1959, nr. 8769 O, BNB 1960 /40 (V-N 1960, p. 390, punt 16) In het onderhavige geval waarin bij de aanleg van tuinen, planten, heesters e.d. worden aangebracht, terwijl de opdrachtgever zijn persoonlijke smaak sterk doet gelden bij de vaststelling van de beplanting van zijn tuin en de aanbrenging plaatsvindt van met naam en hoeveelheid omschreven planten enz., is sprake van een levering van planten enz. ingevolge art. 3, eerste lid, onderdeel f.
4. QUESTIONS CONCERNING THE APPLICATION OF COMMUNITY VAT PROVISIONS

All delegations unanimously agree that for tiling, papering and parqueting the place of supply is there where the immovable property is situated. Some Member States reach this conclusion because they consider these operations as a supply of a service, to be taxed in accordance with the provisions of Article 9(2)(a) of the Sixth VAT Directive at the place where the immovable property is situated. However, other Member States make use of the option provided for under Article 5(5) of the Sixth VAT Directive, and consider these operations to be supplies of goods. In this case some Member States consider these operations to be supplies of goods with installation or assembly by or on behalf of the supplier, falling within the scope of Article 8(1)(a) of the Sixth VAT Directive, while other Member States consider this to be a supply of goods that takes place at the time the work is finished and therefore falling within the scope of Article 8(1)(b) of the Sixth VAT Directive. For intra-Community operations, the differences in the Member States' interpretations (supply of goods or supply of services) lead to differences regarding the obligation to submit the recapitulative statement provided for in Article 22(6). All delegations unanimously agree that the supply of a good, whereby the supplier also carries out certain services, such as the plugging in of a machine or connecting a water pipe to an existing tap and the drainpipe to the outlet, should be considered one single supply of a good without installation or assembly and that these accessory services should be considered as activities of minor importance. This remains, nevertheless, an analysis on an ad hoc basis, case by case.

All delegations unanimously agree that that the supply of a machine, even if it is assembled following specific requirements of the customer, should be considered as a supply of a good. What the constituting elements of the produced machine are, has no influence on the qualification of the machine as a tangible good.
The place of taxation of this transaction is determined by article 8.1 (a) when the goods are dispatched or transported or by article 8.1(b) if the goods are not dispatched or transported.
When the supplier produces the machine and installs or assembles this machine at the location requested by his client, the operation should be qualified as a supply of goods with installation or assembly, whereby the place of taxation is there where the goods are installed or assembled according article 8.1(a) of the Sixth VAT Directive.
However, the operation is considered to be a supply of a service if the supplier would only assemble the different parts of the machine provided to him by his customer. In this case, the place of taxation is covered by article 9.2 © or article 28b F of the Sixth VAT Directive.
